The question now is who controls Syria's territory, and on what terms a post-Assad government accepts a foreign army inside it.
Iran's June 28 missile and drone strikes on US bases in Kuwait and Bahrain mark the MOU's first direct stress test, coming within days of the Islamabad framework's signing and a US-Israel-Lebanon trilateral agreement at the State Department.
The conflict has entered a fragile post-kinetic phase: Operation Epic Fury ended under the MOU, but Israel holds Lebanese territory to the Litani, Hezbollah retains a degraded but active presence, and the nuclear settlement remains structurally unresolved.
